How we can help you through the CRC Energy Efficiency Scheme

Please find below a brief synopsis of the latest government 94 page document on the CRC Energy Efficiency Scheme …

We offer a simplified guidance for this process:

CARBON REDUCTION COMMITMENT

The CRC registration applies to all customers who met the qualification criteria in 2008.

Who needs to register?

All customers who used a automated meter system in 2008 that collected data and monitored usage for billing purposes.

i.e. All Half Hour meters.

The majority of customers (those below 6,000,000 KWH) will simply need to make an information disclosure once every few years regarding their electricity usage

Approx 5000 organisations above this level will need to participate fully (30-40% of total UK energy usage), they must record and monitor their CO2 emission and purchase allowances equivalent to their emissions each year.

Late submission/failure to submit/misrepresentation & fraud, may lead to fines or potential custodial sentences.

Key Data

All organisations with Half Hour meters must provide MPANs and total usage :

If more than 3,000,000KWh in 2008, must also disclose total annual KWh of electricity used in 2008.

If less, your company will need to provide contact details and tick the appropriate box.

If over 6,000,000KWh then this company will become a full participant.

What are the dates/timelines & Registration Fees ?

October 2009 – All suppliers should have notified customer if they have HH  meter for billing purposes

April 1st 2010 – July 29th 2010 – Registration period for all eligible organisations giving all the Half Hour electricity consumption for the year of 2008.

Registration fee of £950 for all Full Registrations  with a subsequent annual fee of £1290 for the administration of the account.  Fees are aggregated per business and not per site.

April 1st 2010 – March 31st 2011 – Monitor and collect data on energy use

2010/2011 – No requirement to purchase carbon credits

July 2011 – All companies eligible are required to pay CO2 fee equivalent to emissions; projected for the year ahead (April 2011 – March 2011) .  This will be approx £12 per tonne

October 2011 – Recycled payment due according to league table position

2013 – Carbon credit prices to be purchased at ‘market price’

2013 – Next registration period – 6000MWh to be reduced, with next period to run for 7 years

League Tables

An Annual league table published – will determine who is the best performer.

Companies will receive a refund of between 90% -100%, dependant on leagues position.  This will change over subsequent years to 50%-110%. This will be funded by the poor performers who will be named.

Up to 2011/2012 – can be dependent on early action matrix, after this the table is on absolute consumption     (taking into account any growth in business)

Revenue neutral for government, therefore any payments taken from under-performing organisations are given via the league table to companies that are achieving their goals.

Reputational risk is key element for all organisations.  E.g. Tesco & other supermarkets – seen to show a Corporate Social Responsibility (CRC)

Other key info

Best way to protect your business regarding CRC – i) Use less energy, ii) Be more energy efficient, iii) Migrate to renewable energies.

If the company uses over 6,000,000 KWh annual usage on their electricity then all other fossil fuels (excluding transport) will be included for emission purposes.

Registration is based on 2008 data – if a site was owned by a company in 2008 and has since been sold – the previous owner will still need to register based on 2008 information.
